Here’s the real problem. Here’s why more people are not enjoying the fruits of FiOS sooner:
Cost of deployment aside, the biggest barrier in Verizon's path is regulatory. If it wants to be a big player in the TV delivery market, it will have to follow in the footsteps of Comcast, Cox, and other cable companies, and negotiate franchise agreements with each municipality it wants to serve. That can be an expensive and time-consuming process, and Verizon would love to be able to do an end-run around the negotiations. A proposed overhaul of the 1996 Telecommunications Act would make Verizon's life much easier, as it would allow it to provide TV programming without having to negotiate agreements, instead paying up to 5 percent of its revenues to the local government. The chances of the legislation actually making it through Congress this year is slim, given that this is an election year.
